Introduction to the Plan

The Local Union No. 212, IBEW Health and Welfare Fund is dedicated to providing comprehensive health benefits to our members. This plan is designed to support you and your eligible dependents in the event of illness, accident, disability, or death. The Fund is managed in accordance with the collective bargaining agreement (CBA) between the electrical industry contractors in Cincinnati, including the Cincinnati Chapter of the National Electrical Contractors Association (NECA) and Local Union No. 212 of the International Brotherhood of Electrical Workers (IBEW).

The Plan offers benefits in the event of sickness, accident, disability, or death, and operates on a fiscal year from May 1 through April 30 each year.

Anthem BlueCross BlueShield serves as the Plan’s network provider, ensuring a broad range of covered health services.

Administration

The Plan is administered by the Board of Trustees with the support of Zenith American Solutions, Inc.

The Board comprises Union Appointed Trustees from IBEW Local Union 212 and NECA Appointed Trustees from various local companies.

Plan Funding

The Health and Welfare Plan is a self-funded plan, meaning that the benefits are paid directly from the assets of the Trust, rather than through an insurance company. This ensures that the payment of benefits is solely the financial responsibility of the Fund. The Trust’s assets are used to pay for all covered health services, providing a reliable and direct source of funding for your healthcare needs.

Eligibility and Enrollment

Eligibility for the plan is determined based on hours worked for an employer participating in the Fund, either under a Collective Bargaining Agreement (CBA) or via a written participation agreement. The initial eligibility requires accruing 800 credited hours within specific eligibility periods, detailed as follows:

  • August through January:
    For coverage in April to September
  • February through July:
    For coverage in October to March

Alternative paths to initial eligibility include working at least 350 hours within an eligibility period, with provisions allowing for payment to cover the difference up to 800 hours at a reduced rate.

Special eligibility conditions apply to newly organized employees, apprentices, and those transitioning to continuing eligibility, allowing coverage before meeting the standard initial eligibility criteria.

Coverage and Details

Continued eligibility can be maintained by working the required hours or through self-payments during periods of reduced work hours. Notably, disability hours are credited for up to two years or until retirement (whichever comes first), provided that eligibility conditions are met.

The Plan encompasses a wide range of benefits, including but not limited to hospital care, outpatient services, urgent care, prescriptions, and specialty treatments. Detailed information on covered and non-covered expenses, deductibles, co-payments, and out-of-pocket limits is provided to ensure members are well-informed of their coverage.

Short Hour Billing

During periods when members work fewer hours than required for eligibility, the Plan offers options to make up the shortfall through regular self-payments. These payments are calculated based on the difference between worked hours and the 800-hour requirement, allowing members to maintain continuous coverage.

Sharonville Providers

Alexander Bingcang, DO

Dr. Bingcang completed his family medicine training in Cincinnati with TriHealth before serving as a staff physician for Mercy Health beginning in 2014. He’s lived in Cincinnati since 2011 after completing his active duty service to the US Air Force at Wright-Patterson AFB as a General Medical Officer. He joined Everside Health in 2022 in order to focus on employee wellness. Outside of work, Dr. Bingcang volunteers with the Boy Scouts of America of which his son has been a part since 2011. He and his wife also play in a musical group and have played for diverse audiences from the governor of West Virginia to people with Parkinson’s disease. Dr. Bingcang’s role is to help maintain a healthy population, and he finds it satisfying when patients discover how to achieve their health goals.

Rachel Vreeland, FNP

Rachel Vreeland is a dedicated family nurse practitioner originally from Pennsylvania. She earned a bachelor’s degree in Business Administration and Nursing and a master’s as a Family Nurse Practitioner. She holds AANP, BLS and TB certifications. When she’s not helping patients, you might find her traveling with her husband in their RPod-camper — hiking and sitting by the campfire — or spending time with their children

Christine E Williams specializes in nurse practitioner and has over 8 years of experience in the field of medicine.

Erlanger Providers

Rita Watkins, MD

Dr. Rita Watkins would like to provide a haven for those who are overwhelmed by the current overload of health information. With an MD from the University of Cincinnati College of Medicine and certified by the American Board of Family Physicians, she’s also certified in advanced cardiac and basic life support. In her free time, Dr. Watkins enjoys time with her family as well as gardening, musical theater, fishing, the Cincinnati Reds, bicycling and refinishing furniture.

Tracy Mahaney, FNP

Tracy is a board-certified Family Nurse Practitioner and received her certification from the American Association of Nurse Practitioners. She earned both her bachelor and master of science in nursing degrees at the University of Cincinnati. Tracy is an avid fan of her children’s sporting events and activities and enjoys traveling, hiking, running and photography. She and her husband live in Villa Hills, Kentucky, with their three children and two dogs.
